Chemical Castration in PR

The legislator Jose Luis Rivera Guerra proposed to chemically castrate rapists who reside in Puerto Rico through a drug called medroxyprogesterone. This suggested to fix the penal code of Puerto Rico in order to put a new article saying that the arrested violators have to go through the method of chemical castration for sex so lower their urges. This would be managed across the state. Some lawyers said that under the Constitution this act was something cruel  because it could violarel reproductive rights.
